Self-Billing & Tax Information
Last updated: September 16, 2026
TThis Policy explains the self-billing, Seller Tax review and payout-document process used by GlobalBay, operating the NexoRush marketplace (“GlobalBay”, “NexoRush”, “we”, “us” or “our”). It forms part of the agreement between GlobalBay and each Seller who affirmatively accepts the self-billing arrangement.
This Policy does not change the Buyer-facing Merchant of Record model. For purchases completed through NexoRush, GlobalBay sells to the Buyer as Merchant of Record. The Seller separately supplies the underlying digital product, licence, deliverable or freelance service to GlobalBay.
1. Parties and supplies
The NexoRush transaction structure contains two legally and financially separate supplies:
Seller → GlobalBay: the Seller supplies the relevant digital content, licence, deliverable or freelance service to GlobalBay. For this supply, the Seller is the supplier and GlobalBay is the customer.
GlobalBay → Buyer: GlobalBay supplies the product or service to the Buyer as Merchant of Record and issues the applicable Buyer-facing invoice, receipt or credit note.
A self-billing invoice concerns only the first supply. It is issued by GlobalBay in the name and on behalf of the Seller and must identify:
Supplier: the Seller;
Customer: GlobalBay, operating NexoRush;
the actual nature of the supply, such as a digital-content licence or freelance service;
the related order, project, transaction and payout references.
Stripe Connect and Payoneer are payout methods only. The payout provider does not change the identity of the supplier or customer and does not determine the Seller Tax treatment.
2. What self-billing means
Self-billing means that the customer receiving a supply prepares the supplier’s invoice in the supplier’s name. Where the requirements are met, GlobalBay may prepare a self-billing invoice for the Seller’s supply to GlobalBay.
A final self-billing invoice is not generated merely because a Seller has registered, completed a sale, connected Stripe or provided Payoneer details. Self-billing requires:
a prior self-billing agreement accepted affirmatively by the Seller;
an agreed procedure for accepting or reporting each issued invoice;
complete and sufficiently verified Seller identity and tax information;
a reviewed Seller Tax treatment applicable to the relevant supply;
transaction, refund, dispute and payout amounts that reconcile;
the legally required invoice information.
Where these conditions are not satisfied, GlobalBay does not guess a VAT result or issue a generic “VAT 0%” invoice. The transaction remains under manual review or, where appropriate, receives a settlement statement that is clearly identified as not being a final VAT invoice.
3. Prior self-billing agreement
The Seller must accept the current self-billing agreement through a separate, unchecked control in Seller onboarding or payout setup. Registration, continued use of NexoRush, a completed KYC check or acceptance of general Terms does not by itself constitute self-billing consent.
The agreement records:
the Seller’s affirmative acceptance;
the date and time of acceptance;
the accepted self-billing terms version;
the Seller identity and tax profile to which that acceptance relates.
If GlobalBay changes the self-billing agreement version, the Seller must review and affirmatively accept the new version before a new final self-billing invoice can be issued under it. A new version is not accepted through a pre-selected control or inferred solely from continued use.
4. Invoice-level acceptance and reporting an issue
The parties agree to the following procedure for each self-billing invoice:
GlobalBay creates the invoice under the current prior agreement and makes it available in the Seller dashboard.
The Seller must review the supplier details, description, dates, net remuneration, Seller Tax treatment, tax amount and total payable.
If the Seller considers the document incorrect, the Seller must use Report an issue or contact Support without undue delay and explain the inaccuracy.
An invoice reported as incorrect is retained in the audit trail and marked invalid or disputed as appropriate. It is not silently edited.
If GlobalBay and the Seller agree on the correction, GlobalBay issues a separate credit note, correction or replacement document linked to the original.
If the parties cannot agree on a valid corrected self-billing document, the Seller remains responsible for issuing any invoice required by the law applicable to the supply.
The platform does not require a second “Accept invoice” button after the Seller has already entered the prior self-billing agreement. The agreed invoice-level procedure is delivery of the immutable document to the Seller together with a clear mechanism to report it as incorrect. This does not remove the Seller’s responsibility to check each document.
5. Seller information
Before a final self-billing invoice or payout can be approved, NexoRush may require:
Seller type: individual, self-employed person or company;
legal name and optional business name;
legal address, city, postal code, establishment country and tax country;
tax-registration status;
VAT ID, tax ID or exemption information where applicable;
the current self-billing agreement version;
payout and identity-verification information.
Legal form and tax status are separate. NexoRush does not assume that an individual is outside VAT, that a company is VAT registered or that a self-employed person must charge VAT.
The Seller must keep this information accurate and promptly report changes. Tax IDs, legal addresses and payout information are private and are not included in public Seller APIs or public profiles merely because a person sells on NexoRush.
6. Buyer Tax and Seller Tax are separate
Buyer Tax is the VAT, sales tax or similar tax calculated for the supply from GlobalBay to the Buyer. Stripe Tax may be used for that Buyer-facing calculation.
Seller Tax concerns the separate supply from the Seller to GlobalBay. Buyer Tax, the Buyer’s country and the rate calculated by Stripe Checkout are not copied to a self-billing invoice and do not determine the Seller’s VAT treatment.
The following concepts remain separate in the accounting records:
Buyer net amount, Buyer Tax and Buyer total;
Seller remuneration net;
Seller Tax amount;
Seller total payable;
GlobalBay’s platform margin or fee;
payment-processor fees;
refunds, chargebacks and payout amounts.
7. Seller Tax review
NexoRush uses a conservative review process. Country, legal form, payout provider or the existence of a VAT ID does not by itself establish the correct tax result.
A reviewed transaction may be classified using a treatment such as:
Netherlands domestic VAT: a reviewed Dutch VAT rate is applied to the Seller’s net remuneration;
Exempt or confirmed non-taxable treatment: no Seller VAT is added and the document includes the reviewed legal or exemption wording where required;
EU B2B reverse charge: applied only where verified facts support that treatment and shown as “reverse charge”, not merely as “0% VAT”;
Non-EU B2B reverse charge: applied only where the verified place-of-supply and status facts support it;
Manual review: used when information is missing, inconsistent, unverifiable or outside the safely configured rules.
A tax treatment must be supported by an administrative review reference and the facts available for the Seller and supply. The system does not automatically apply rules such as “non-Dutch Seller = reverse charge”, “Payoneer = no VAT” or “individual = VAT 0%”.
8. Netherlands Sellers
If a Netherlands Seller is reviewed as charging domestic VAT and no exemption applies, the configured Dutch rate for the relevant supply is applied to the Seller’s net remuneration. The rate is stored with the transaction and is not inferred from the Buyer’s checkout.
If a Netherlands Seller is covered by the KOR or another applicable exemption, no Seller VAT is added only after the exemption information has been reviewed. The appropriate exemption wording or reference is included where required.
The Seller remains responsible for the correctness of the information supplied and for reporting VAT for which the Seller is liable.
9. Cross-border Sellers
For a Seller established outside the Netherlands, reverse charge is used only when the verified facts support the applicable B2B treatment. A valid VAT or tax identifier may be relevant but is not the only fact considered.
When reverse charge applies:
the Seller does not add Seller VAT to the self-billing invoice;
the document states “reverse charge” and includes the required identifiers and references;
GlobalBay handles its own reverse-charge accounting obligations separately.
If the correct treatment cannot be established reliably, the transaction remains in manual review and no final tax invoice is generated automatically.
10. Remuneration and payout calculation
Seller remuneration is recorded using three separate amounts:
Seller remuneration net: the Seller’s agreed earnings before Seller Tax;
Seller Tax amount: tax charged by the Seller where the reviewed treatment requires it;
Seller total payable: Seller remuneration net plus Seller Tax amount.
Where Seller VAT applies in addition to net remuneration, that VAT is not treated as GlobalBay’s margin and is not silently deducted from the Seller’s stated net share. For a reverse-charge or reviewed exempt treatment, Seller Tax charged on the invoice may be zero, but the document must identify the actual treatment rather than presenting every case as “VAT 0%”.
Refunds, chargebacks, prior payouts and agreed deductions may reduce the amount remaining payable. The payout amount must reconcile with the final document and transaction ledger before release.
11. Digital products and freelance services
Self-billing may cover both transaction types when the required agreement and tax review are in place, but they remain separately identified:
Digital product: the description identifies the licence, digital content or related rights supplied by the Seller to GlobalBay;
Freelance service: the description identifies the actual service supplied by the Seller to GlobalBay for the relevant Project or Order.
A freelance service is not described as a digital product, and a product licence is not described as freelance labour. The transaction type, order reference, supply date and remuneration are preserved in the document snapshot.
12. Required invoice information
A final self-billing invoice includes, where applicable:
a unique sequential invoice number;
issue date and supply or transaction date;
the Seller’s legal name, address and VAT or tax ID where required;
GlobalBay’s legal details, address and VAT ID;
a description and extent of the supply;
the relevant Order, Project, transaction and payout references;
currency, net remuneration, tax rate, tax amount and total payable;
the reviewed Seller Tax treatment and required legal wording;
“Factuur uitgereikt door afnemer” and/or “self-billing”;
“reverse charge” or the reviewed exemption wording where applicable.
The invoice is issued in the Seller’s name as supplier and addressed to GlobalBay as customer. A document that reverses or corrects a self-billing invoice must reference the original invoice and the details being adjusted.
13. Payout providers
EU Sellers may normally be routed to Stripe Connect and non-EU Sellers may normally be routed to Payoneer, subject to availability, verification and platform configuration. This is operational payout routing, not tax law.
Changing the payout provider does not change:
the Seller Tax treatment;
the identity of the supplier and customer;
the net remuneration or Seller Tax calculation;
the requirement for a current self-billing agreement and reviewed tax profile.
A manual Payoneer payout may use the same reviewed self-billing process as a Stripe payout. The payout reference and provider are recorded on the document or associated settlement record.
14. Refunds, chargebacks and corrections
If a Buyer refund, chargeback or other adjustment changes the Seller’s underlying remuneration after a self-billing invoice has been issued, GlobalBay does not rewrite the original invoice.
Where appropriate, GlobalBay creates:
a self-billing credit note linked to the original self-billing invoice;
a replacement invoice where a corrected invoice is agreed;
a settlement or earnings adjustment statement where no final VAT document can yet be issued.
Seller Tax on a correction is based on the original Seller-side treatment and allocation, not on Buyer Tax. A correction cannot exceed the amount supported by the original document and the reconciled refund or chargeback.
15. Manual review and blocked payouts
A final self-billing invoice and payout may be blocked when:
the Seller profile is incomplete or inconsistent;
the current self-billing agreement has not been accepted;
the Seller Tax treatment is still under manual review;
a VAT or tax identifier cannot be verified where verification is required;
the selected transactions contain different currencies, transaction types or Sellers;
a refund, dispute, chargeback or previous payout has not been reconciled;
the payout amount does not match the reviewed settlement;
fraud, sanctions, payment-provider or legal-compliance checks require additional review.
Listings and accrued earnings are not deleted merely because a Seller must update tax or payout information. The payout remains unavailable until the required review is completed.
16. Historical documents
An issued invoice is an immutable accounting snapshot. Updating a Seller’s name, address, tax status, VAT ID, payout provider or self-billing agreement does not silently rewrite an earlier invoice.
Historical documents remain associated with the facts and version used when they were issued. Corrections are made through separate linked documents. A newer policy or agreement version applies prospectively and does not retroactively change a valid historical invoice.
17. Seller responsibilities
The Seller must:
provide accurate and current legal, tax, establishment and payout information;
review each self-billing invoice made available in the dashboard;
promptly report an incorrect document;
not issue a duplicate invoice for a supply already covered by a valid self-billing invoice;
retain the documents required by the Seller’s applicable law;
declare income, VAT and other taxes for which the Seller is responsible;
seek professional advice where the Seller’s circumstances require it.
The Seller remains responsible for the accuracy of a self-billing invoice issued in the Seller’s name and for Seller-side VAT that the Seller is legally required to report.
18. GlobalBay responsibilities
GlobalBay will:
create a self-billing invoice only under a recorded current agreement and reviewed transaction;
keep Buyer Tax separate from Seller Tax;
use sequential document numbering and preserve document snapshots;
make issued documents available to the Seller;
provide a mechanism to report an incorrect document;
retain an audit trail of invoices, reports, credit notes and replacements;
avoid assigning a tax treatment solely from country, legal form or payout provider.
19. Records and retention
GlobalBay retains self-billing invoices, credit notes, transaction records and supporting accounting data for the period required by applicable tax and accounting law. Dutch business invoices are generally retained for at least seven years, while a longer period may apply to particular records or schemes.
Documents are retained in the form in which they form part of the accounting records and must remain complete, authentic and available for inspection. Account closure does not require deletion of records that GlobalBay must retain by law.
20. Ending the self-billing arrangement
The Seller may request that the self-billing arrangement end for future supplies by contacting support@nexorush.com. Ending the arrangement does not invalidate documents already issued and does not remove outstanding accounting, refund, payout or record-retention obligations.
Because NexoRush’s payout workflow relies on a valid invoice or other legally appropriate supplier document, ending or declining the self-billing arrangement may prevent future payouts through the automated workflow until another compliant invoicing arrangement is agreed.
21. No tax or legal advice
This Policy describes the NexoRush operational process and does not constitute personal tax, accounting or legal advice. Tax treatment depends on the Seller, the supply and applicable law. A platform review supports the document workflow but does not replace the Seller’s own professional advice or obligations.

24. Changes to this Policy
The version and effective date appear at the top of this Policy. If a change affects the self-billing agreement, the new version must be presented for separate affirmative acceptance before it is used for new final self-billing invoices. Changes do not silently alter previously issued documents.
